Most new builds in Tbilisi are sold as a “shell”, without finishing. Let’s break down what the “black” and “white” shell include, what you will have to do yourself and what makes up the estimate to bring an apartment to turnkey condition.
Black and white shell: the difference
- Black shell: load-bearing structures, external walls and windows, but no internal partitions, screed or wiring. Maximum work is on you.
- White shell: adds wall plaster, floor screed and often basic electrical and plumbing routing to the points.
- The exact scope is always spelled out in the developer contract, so check what is handed over.
What it takes to make it livable
- Engineering: electrics to design, plumbing, heating and ventilation.
- Rough base: partitions, screed and plaster if the shell is black.
- Final finishing: tiling, painting, floors, doors.
- Waterproofing of wet areas and low-voltage networks.
