Construction supervision
Construction supervision from stroydom.ge is independent oversight of another contractor’s site in Tbilisi and across Georgia. We sell it separately from our own building work. A single visit with a photo report and written findings costs 300–600 ₾. A pre-start contract and estimate audit costs 400–900 ₾. Retained supervision for a 150–300 m² house is 900–2,200 ₾ per month. A handover inspection with a defects list is 400–800 ₾. A survey of a stalled build starts from 700 ₾.
We provide independent technical supervision on sites in Tbilisi and across Georgia where another contractor is building: we review the contract and estimate before work starts, attend the key stages, record hidden works before they are covered, check claimed quantities against what is actually on site, and hand the client reports that let them argue with the contractor in documents rather than impressions.
About the work
How does stroydom.ge deliver construction supervision?
Independent oversight of someone else’s build: quantities, quality, money.
What is included in construction supervision?
Entry audit
Contract, estimate and schedule reviewed: what is excluded, where the wording is vague, what it will cost.
Stage visits
Inspection at control points: reinforcement, concrete, roofing, utilities, finishing.
Hidden works
Photo records of junctions before they are covered: rebar, waterproofing, runs in walls and screed.
Quantity checks
Contractor certificates compared against the site and against the estimate.
Report and defects list
Written report with photos and a list of defects with deadlines for putting them right.
What is construction supervision and why is it needed?
We sell supervision separately from our own construction because it solves a problem for people already building with someone else. A client living abroad, or simply not fluent in construction, sees two signals: "everything is going well" and an invoice for the stage. Between them sit the concrete class, rebar spacing, waterproofing layers and cable sizes that are sealed away for good within a single working day.
We turn up on that day and record the facts.
What stages does construction supervision consist of?
Each stage runs only after the previous one is accepted — so hidden works are never "closed" before inspection, and a mistake never has to be hunted for through screed and plaster.
- 1
Document review
Contract, estimate, schedule, drawings: what is included, what is not, where hidden extras hide.
- 2
First visit
Site walk, current state recorded, compliance with the drawings checked.
- 3
Control-point plan
The list of stages that must be inspected before the work is covered.
- 4
Visits and records
Inspection, measurements, photos and video of junctions, instrument checks where needed.
- 5
Quantity verification
Contractor certificates reconciled with real quantities and estimate line items.
- 6
Client report
A written opinion after each visit with defects and deadlines.
- 7
Close-out control
Re-inspection of resolved items and confirmation that they are actually closed.
- 8
Final acceptance
Defects list, as-built documentation and warranty terms checked.
How does stroydom.ge control quality on site?
How we work on site — materials, equipment, tolerances, documentation and acceptance of hidden works.
Recorded before covering
Rebar, waterproofing and service runs are photographed before concrete and plaster. After that it is forensics, not supervision.
Measured, not eyeballed
Thicknesses, falls and deviations from plumb and level are checked with instruments and the readings written down.
Quantity against certificate
Every quantity submitted for payment is checked against reality: areas, linear metres, number of points.
In writing, with an owner
A finding is: what was breached, the clause or drawing it breaches, the deadline, the responsible party.
Project archive
Photos, measurements and reports live in one folder the client can access, and the same folder settles warranty disputes later.
What should be accounted for in Tbilisi and Georgia?
What we account for here: seismic intensity 8 (MSK-64), hot summers and damp winters, steep terrain, older stock with timber floors and worn city networks.
Georgian seismicity
Structure is designed for intensity 8 on MSK-64. Savings on rebar and concrete class surface exactly here, and no amount of finishing hides them.
Tbilisi slopes
On sloping sites we check retaining walls, drainage and surface water first: their defects are the most expensive to undo.
Building off-permit
If the building deviates from the permit, we record that separately, because the risk sits with the owner, not the contractor.
Concealed services
Runs in screed and walls are photographed with dimensions to structural lines, otherwise drilling a year later is blind.
Language of the paperwork
Certificates and instructions are in Georgian. We provide translation where needed, so the client knows what they are signing.
How much does it cost and how long does it take?
Indicative price ranges in lari (₾) for standard conditions. The final estimate is fixed after measurements and specification approval.
| Item | What is included and the price |
|---|---|
| Guide prices (Tbilisi, before survey) | The figures below are a working guide. The final price depends on floor area, the stage of construction and how often we attend. |
| Single visit with opinion | Site inspection, photo report and written findings: 300–600 ₾. |
| Contract and estimate audit | Pre-start review with a list of risks and exclusions: 400–900 ₾. |
| Retained supervision | Regular visits at control points for a 150–300 m² house: 900–2,200 ₾ per month depending on activity on site. |
| Handover inspection | Final walk with a defects list: 400–800 ₾; re-inspection of the fixes at half price. |
| Survey of a stalled build | Condition assessment and scope of remedial work on an abandoned or troubled site: from 700 ₾. |
| How we price | Either visits as needed or a monthly retainer with a fixed number of attendances. Instrument testing and laboratory work are priced separately. |

Frequently asked questions — Construction supervision
Why supervise if there is a contract?
A contract describes the result but does not verify the process. Concrete class, rebar diameter and spacing, waterproofing layers, cable cross-sections: all of it is covered within a day, and afterwards neither you nor an expert can see it. Supervision exists so that someone qualified is on site on the day the junction is still open and records what is actually there. Without that record, a dispute about quality is almost always lost by the client.
We do not live in Georgia. How does this work remotely?
That is how it works: over half of these jobs come from non-residents. You get a photo report for every visit tied to the stage, a short written opinion and a list of defects with deadlines. At key points (rebar before the pour, concrete acceptance, roof junctions) we add video and a live call during the inspection. You do not need to travel; you need to act on the findings.
Will independent supervision sour our relationship with the contractor?
A sound contractor is not troubled by it: supervision removes part of the future claims against them, because accepted stages are recorded in writing and cannot be reopened later. Resistance appears where there is something to hide. We work through correspondence and certificates, not public arguments on site: the goal is a building to specification rather than winning a fight.
What happens if defects are found?
They are recorded in writing: what was breached, what it leads to and how it is corrected. From there: the contractor fixes it under our instruction, another crew fixes it at their cost, or, if the defect is structural, we cost the strengthening or rebuild. The report with photos and references to the standards is grounds for withholding payment on the disputed stage.
Can we bring you in mid-build?
Yes, and most clients do. The first visit is then a survey: we record the current state, separate what was done before us from what happens under our watch, and check the quantities already paid for. Hidden works closed before our involvement can be opened selectively or tested with instruments. That is agreed separately, as it costs time and money.
