Before you pour the foundation, the house must be made legal. In Georgia construction is governed by the Code on Spatial Planning and Construction, and the permit is issued by the city hall (in Tbilisi, the supervision and urban planning service). Here is the process without the legal jargon.
Building categories
- Category I: minor structures and works. No permit required, a notification is enough.
- Categories II–III: private and multi-apartment houses need a full package and a city-hall permit.
- Category IV: complex and high-rise projects need approval at city level with expert review.
Which documents are required
- An extract from the registry confirming ownership of the plot.
- The building conditions for the plot (architectural and construction parameters from the city hall).
- An architectural and structural design from a licensed bureau.
- Where needed, geology of the plot and utility approvals.
Timelines and illegal builds
Agreeing the building conditions and the permit usually takes from a few weeks to a couple of months depending on the category and how complete the package is.
